Assemblymember Blanca Rubio
Blanca E. Rubio was elected in November 2016 to represent California’s 48th Assembly District, which includes the cities of Azusa, Baldwin Park, Bradbury, City of Industry, Covina, Duarte, El Monte, Glendora, Irwindale, Monrovia, West Covina, and the San Gabriel Valley unincorporated areas of Los Angeles County, including Bassett, Charter Oak, Citrus, East Arcadia, Ramona, Valinda and West La Puente.
Blanca was born in Juarez, Mexico, and came to the United States with her parents at a young age for an opportunity to achieve a better quality of life. From her personal experiences, she comprehends the everyday struggles and barriers that immigrants and working families continue to face in the United States.
Blanca, the daughter of a factory worker and housekeeper, has dedicated her life to public service. Her experiences and challenges growing up taught her the importance of a quality education. Her perseverance and determination enabled her to become a classroom teacher and local school board member.
In 1997, she continued to break barriers by becoming the youngest person elected to the Valley County Water District.
In 2003, Blanca was elected to Baldwin Park Unified School District Board of Education. She served for two terms as both President and Vice President.
Blanca has been a leader and champion for students in and out of the classroom. She was successful in her efforts to improve academic standards for students; aligning them with vital resources to prepare them for college.
During her time in office the graduation rate for seniors in high school reached 96%, a record high, along with improved test scores.
Blanca received her Bachelor’s Degree in Business Administration and Master’s Degree in Education with a Multiple Subject Teaching Credential from Azusa Pacific University.
Blanca arrived in the Assembly to give working families of the 48th District the resources they need to succeed in school and their community. Prior to the Assembly, Blanca was an educator for 16 years.
